Ukraine has tremendously struggled to implement a democratic system of government thus being highly unstable since the fall of communism that happened over 20 years ago. The country is therefore incapable of properly addressing issues on its own. With this concern, scholars including Sujit Choudhry gathered for a workshop in Kiev to discuss this issue, and others such as Ukraine’s president possesses far more power, and it has a poorly designed electoral system for its legislature.
The workshop’s primary objective was to discuss the semi-presidential system of government and the constitutional changes in Ukraine. The workshop was seen through by the Center for Policy and Legal Reform in conjunction with the International IDEA. With Sujit Choudhry on board, the sponsoring organizations had high expectation of finding new ways to improve the governmental processes of Ukraine.
Other than Sujit Choudhry, the workshop was also attended by other prominent scholars like Victor Musiaka, Tomas Sibelius, Sumit Birsya and Sergyi Holovatyi. The researchers came up with valuable solutions for the country including sharing of power, limiting presidential power, a strong legislature, having presidential leadership programs.
